Cover Girl isn't a separate company, it's a product/division of Procter & Gamble (P&G). Products typically don't have their own mission statement -- only the parent company does.
P&G doesn't have what they call a mission statement -- instead, they have the
P&G Purpose, Values and Principles. Their purpose statement (basically their mission statement) is:
"We will provide branded products and services of superior quality and value that improve the lives of the world's consumers, now and for generations to come. As a result, consumers will reward us with leadership sales, profit and value creation, allowing our people, our shareholders and the communities in which we live and work to prosper."
Follow the link for the values and principles (they're pretty long).
