There are dozens of important questions with respect to opening a store in any category. However, there is one question that I think trumps all the others.
How will your store be different, unique and remarkable? If you don't answer this question very decisively (especially in the apparel category) I can assure you, you're in for struggle.
Chances are you won't be the cheapst option for customers. You probably won't be the most convenient either. So, how will you stand out? What aspects of your product, service or store experience will make you "famous" amongst customers and make them tell others about you.
Long before you begin planning location, inventory levels or merchandising, you need to figure out what sets you apart from competitors. Whatever that is, you'll need to dominate in it. Head and shoulders above anyone else in the market.

Best of luck!
