if I quit my job- 4 days before payday, can the employer make me wait an additional pay cycle?

It could depend on company policy and/or practice. One reason they may be able or want to do this is to see if you owe them any money, e.g. personal phone calls billed to their phone, unauthorized charges to company charge card, etc. If you don't know what they are waiting to pay...just ask.
