In most cases, there are a number of 'licensing' efforts you will need to look into. The most obvious is your local, county and state authorities. You will need a 'license' to operate as a retailer, maintain business premises, advertise, etc.
You may need federal certification or licensing for specific items being carried.. You may need Customs certificates, shipping and inspections, quarantine docs, etc. DOT regs may also apply.
The best place to start is a good local attorney who has experience in business operations in your state.

The simple answer is that there is no simple answer. Research your market BEFORE making an invesment in hard money. Get all the hard information you can. Ask your competitors, believe it or not. Most, if you approach them straight up, will share their thoughts with you. Some may try to discourage you, but that could be a good sign.
If you need loans, your start-up is going to be far more difficult than you now imagine. A start-up trying to manage debt is much harder to make work than otherwise. (And getting a loan based on 'if/come' income is difficult at best.)
