The answer is: maybe.
There are a couple of basic reasons for a business license. Generate revenues, ensure that a business does not interfere or conflict with neighborhoods (zoning, traffic, etc), and that it does nothing to create a danger to others (fire, police, etc.)
If your operation is completely home based, no traffic in or out, nothing stored on the premises, and you will not be soliciting business face to face, your local authority may allow you to operate without a license. Maybe Not!
You can only get the real answer from your local licensing authority, city or county.
Remember, a license is separate from registration of a business name (usually at the State level) and is separate from IRS and State taxation registrations (employee, sales taxes, etc.) You may also become liable for county property taxes, which is another reason most govt jurisdictions require registration.
