For a non-conventional way of finding content writers, have a look at article Web sites such as
www.EzineArticles.com. Browse through the content in your area of interest, and if you like anybody's content, you could ask them to write content for you, and tell them how much you are willing to pay. That might work. But in my experience, the good content writers are not generally inexpensive.
