Under the Federal Labor Law is an employer allowed to dock pay when I am unable to do my work due to health probs

I have worked at United Parcel Service for nine years. When they hired me I advised them that I am a diabetic, epileptic and asthmatic. Up until summer 2009 there has never been a problem. Now they require me to bring a note each time I have a medical prob. Each time I am away from my job for more than 20mins. due to health issues they deduct pay. UPS falls under the Canada Labor Board/Code. Is this legal and are they allowed to do this? To me this is discriminatory.
