It depends on your requirements, but probably one of the easiest CMS's (content management systems) to use is the WordPress.org blog software. Other free, open source CMS's include Joomla and Drupal - but WordPress probably easiest to use.

Hello,

There are definitely inexpensive alternatives to hiring a web designer. At CityMax.com we help small business owners like yourself create easy websites and make money online.

Our Website University and tutorial videos help you quickly learn features such as adding shopping carts and uploading photo/videos. Free options (like Wordpress) usually don't have the features a business owner needs, such as a shopping cart or editable metatags to help your Google rank.

You can get your business site up and selling in minutes - all for $20/month. For a free 10-day trial follow this link.
If you have any questions or comments feel free to email me at patrick.lok (at) citymax (dot) com.
Good luck!

You're looking for a <a href="http://wolfram.org/writ
ing/howto/content_management_
systems.html">web site content management system</a> and there are many to choose from. Most of them are multi-user, meaning many people can use them at the same time. Most of them also have various levels of access that you can grant to different users, for instance, you can give access to your writers to write new content, but they are unable to publish -- a task that you only allow your editors to do after they've proof read the new content. And an admin would be the only person who can grant new users access. One of my favorite free content management tools is <a href="http://wordpress.org/"&
gt;wordpress</a> -- a blogging software that has a concept of "pages", which enables designers to make the tool look like a corporate web site. You can purchase preimium themes from places like <a href="http://woothemes.com/"&
gt;WooThemes</a> to help get you started. The costs for getting setup with one of these systems is relatively low.

For an existing website, I have successfully used Edit.com's Do-it-Yourself Editing feature. They made it so that we could edit the site using a browser and not have to buy expensive HTML editing software like Dreamweaver that takes skill to use properly.

Edit.com is good for a simple, already-existing website built mostly of text, images and HTML.

I know this is "old school," but I learned to create and edit web pages using Netscape Composer in the late 1990s and I still use it...the latest versions of Netscape don't see to have it but you can download Netscape 7.2 or lower and then select "Composer" under the "Window" pull-down menu.

Making a web page with Composer is almost as easy as making a Microsoft Word document and its WYSIWYG (what you see is what you get).

Another good CMS/portal development framework is DotNetNuke (DNN). Its free (open source), and has the ability for granular permissions (so employees can edit the site). There are many web hosting companies that will install it with a few clicks of the mouse which makes it very popular. Also, there is quite a large developer network for add-ons called modules.

If you need more info, let us know.
