The answer is maybe. With the ecomnomic news being played as it is right now, there are a LOT of people taking advantage of people wanting to find money for new business.
There are non-profits out there with grant funding, especially if the business being funded serves the organization's needs and policies.

The best rule of thumb to consider is are they asking a fee? If they want money for a grant proposal submission, red flags ought to go up all over the place. That isn't to say that everybody is out to get you. Due diligence is in order whenever they ask for money.
