Your angry guests may be right. Your local building codes enforcement, usually in building inspections, will be the responsible agency to get the exact ruling. It is the govt agency that issued your business license that ensures that your premises meet local codes.
As for keeping it available, that will also be mandated by your local code enforcement. My guess is, if you have it, you can rent it when no other are available. Of course, you cna also keep it ope as a courtesy to the possible handicapped guest.
