I need to control how much bandwidth each user gets. Do I a 'server' or a 'server program?' & where do I get it?

I desire to purchase a complete Satellite internet system with router(s) & server(s) that can support up to 100 computers at any given time. I would like it to work similarly to high quality wireless internet access points I've used in Airports while traveling. Clients desiring access would wirelessly connect to an open WiFi network, open their web browser and be re-directed to a log-in page where they could sign up for internet access for 1 day, 1 week, or 1 month. On this log-in and registration page they could gain instant access by paying with PayPal, VISA, MasterCard, or entering a pre-paid code. After confirmation of payment or an authorized code, the server would record the users MAC address and from then on, only that MAC address would have access for the time paid for. The server needs to be able to recognize pre-paid codes for daily, weekly and monthly access. And I need to limit each user to 200 kb/s. Is this possible?
