Your question isn't very clear. I'm assuming you want to produce one piece, and provide copies to the kinds of agencies you address.

You would start with a script, a production staff, production facility, and how many copies you want to produce. Identify all of these, with as much background on capability and history as possible. Identify how much money is required to meet your needs.

Write a detailed proposal (business plan) on the project, and submit it to funding sources. Local charities, churches, and social service agencies are ideas. You could also contact local business owners and offer 'sponsorship' or advertising space in the production, on the covers, tags and credits.
