How do you know when someone is ready to be promoted?

I'd like to give a promotion to one of the junior people in my company but I'm not sure he really has the authority needed to manage a team. I keep thinking about leadership and what it takes to pull people together to do a job. How do I know when he's ready?

You have obviously witnessed some qualities that make you want to promote this person. Has this person had leadership responsibilities before? If not, then perhaps he has not had the opportunity to display those skills. On the other hand, you are right, he may not have "it" to the degree you want. I think everybody is going to have a learning curve when they are put in a new position, so if you do promote him, be patient. Is there anyone, yourself perhaps, who can mentor this individual on leadership?
