The simple answer to your question is, probably.
Outsourcing call center operations is tricky, at best. It is often difficult to get your ideas of good customer service, sales philosophy, across to the 'hired guns'. Remember, you are putting your company's name and reputation in someone else's hands.
The farther away you go to 'outsource', in both distance and cultures, the harder it is to exercise any kind of control.
On the other hand, outsourcing is often the most cost effective solution. There are many very good third party companies, even some overseas, who can do the job adequately, even excellently. But, like anything else, you can pretty well count on 'getting what you pay for'.
